@hal0wars9 He doesn't have unlimited money. There is an option in the game in which you can build a house in empty lots without automatically moving a family. So you don't need to have money, you just build (and/or put furniture) and then you can move any family to that house.

How did you get the roof to stay the height when you hit undo? Shouldn't it go back the the height before?

Yeah, when you delete all the roofs and leave the one you want to raise or lower, and then press undo all the other roofs will come back and the one you edited stays :D Little thing sims did.
