this is what i believe, the constructicons arent individual, so like there would be an army of long hauls, rampages etc, cause in one of the prequel comics he refers to them as "constructicon teams" so i think that there are multiple devastators that were used for construction on cybertron, BUT HAY thats just what i think and i think it would work well for the 3rd movie, think about it, 4-5 devastators verses optimus prime >:3

But when you say twin brother....most would assume you mean something like the relationship that mudflap and skids have...who are...twins...having one spark...split in two forming two robots. Scavenger and Demolishor DIDN'T have this happen...they're clones..
