That stuff would be moved to the state level, which it was originally intended for under the Constitution (but who follows that these days). We'd still have armies, but just not in 100+ countries. The government regulation of the economy always turns out badly. In a free country, the government doesn't redistribute wealth. That's called socialism.

The constitution really isn't a period, the idea was never that government can;t make laws beyond it as long those laws don't infringe on certain liberties(liberties we've changed a couple times IE alcohol).
