  • As other people have already mentioned, contacting the Washington State Patrol with the information about the vehicle make, model, and license plate number would be the best way to return the camera to its owner. They will most likely request that you mail the camera to them instead of providing the owner's information to you, but they'll return it if they can.

    Most newer cameras also have an option for the owner to enter their own contact information - try looking for that if you haven't yet.

  • The owner lives in Washington state ..(License plate :) blow up that plate and you'll find them thru the DMV in Washington

    Maybe you can contact the washington state police as they can put the video through image processing software to get the plate.

  • Get a clear shot of the license plate number and then contact the DMV in the province/state it is from.

    You can get the address of the person registered to the car from the DMV.
