It's not drugs. Whitney developed vocal modules throughout her career. When she removed them, it changed her voice (which is why she sounds like she has dentures and her tone is deeper). Drugs only effects muscles needed to sing and the lungs, not the tone.

1stly, she has gr8 power n is incomparable but by this time her voice was noticeably different to the release of this song n she had begun to vocally decline (or rather change). It feels, just from listening, as though she finds it hard to mix betwn her chest voice n falsatto. The 'belted' notes sound as though they are boardering her limits n therefore they require much more force 2 push out n sound. Whereas before, those notes would soar easily.

She was definitely singing dramatic soprano in this clip. Her tone was so so heavy!!!!!!!!!! I like her tone lighter. Probably vocal problems!
