They should replaced the normal smooth turbine blades to tubercles tip blades called WHALEPOWER, it is more efficient in low wind gust & can handle The Atlantic sea conditions without effecting power production.

They lock the gears until it is ready to go. If those blades were moving before they had it anchored they would be in for trouble.
