Australia did have a tv reciever licence but it was chucked out in th 1970's. Replaced with yearly government funding and other sources of income like dvd sales ,equipment hire to other broadcasters and overseas program sales.
ABC has since grown with a couple of radio and tv channels since then. And its all commercial free just like the BBC.

The quality of content, programming, bias etc. (worthy of criticism though they are) are in my opinion irrelevant to the main issue which is the sheer oppressiveness and injustice of a system like this which is in complete opposition to the fundamental ideas of freedom, choice and democracy on which our society is supposed to be founded. the licence system is a kind of legalised protection racket. They could say it was part of their green agenda to reduce Britain's carbon emmisions. All those journalists driving and flying around the world produce a lot of CO2. It's all a con. TV detectors don't exist... well... they do: you basically go round to a house at night and watch for the flickering of the TV. This isn't a joke.
We are basically a salesmen. We get commission on every poor soul that we threaten into signing our 'code 8' forms. i.e. "self-confess, you've no chance in court". That's it.

See how Steve Hewlett is given more time than Jonathan Miller and is allowed to end the discussion. Also, Jonathan is placed at a more inconvenient angle to the camera than Hewlett. This is an example of the BBC's underhand tactics and deception, all the while pretending to be impartial.
And Steve Hewlett has no argument at all. He is a sycophant who has come on to suck up to the BBC. People like him are a part of the gravy train that feeds off the license fee which the public has to pay.

The administration of the TV licence is also a disgrace. They use a series of intimidating and threatening methods. The elderly and those with disabilities would feel be especially threatened if a licence inspector bangs on their door demanding information and entry to their home. This aspect of the TV licence is especially despicable and disgusting. Name one other business that approaches customers in this manner -- none.

Due to new technologies, is it now not consistently applied. For example, a large amount of BBC service is available online for use within UK and aboard without the need to pay.
It is a regressive tax, so it affects the poor more than the wealthy. A poor family with a cheap tv needs to pay the same as a billionaire with a dozen mega-screen tvs in their home.

There are arguments for and against all taxes, but the arguments for TV licences are very weak, and arguments against are very strong.
Subscription is one good option; BBC advertising is a better option. The BBC know subscription won't work because not enough people value the BBC to pay for it. Advertising clearly works for current privately owned TV stations. In fact it makes them extremely profitable organizations.

Arguments about the value of the BBC put aside, I can not understand why in this day in age it is the law that a person has to pay 135 quid, each year, just for watching a tv in his or her own home.
I think it is a grossly unfair and outdated system, especially for low income households.
I think it is time the BBC was either overhauled so it had alternative funding, or better still, it was got rid of.

It would make more sense to run the BBC as something like a commercial stakeholder cooperative IMO. It's not independent of the establishment and doesn't serve the licence payer.
