I think roughly $4.5 million was one the siren system upgrade itself. The rest of the money was for emergency communications upgrades for the county (radios and whatnot).

@MrJeggus tornado warnings. Most communities in and around the midwest (tornado alley) have them to warn people outside of an approaching tornado or severe weather. We have very similar sirens to the one in the video where I live in Ohio.
