in the movie he asks why canadians don't lock their doors yet have a lower murder rate, i think if someone walks in to rob you rather than breaks in they don't need to compensate for a break in with more loot. People are driven to get what they want or need and less resistance is sometimes harder to deal with, the trust scares criminals more than mistrust
