I think it's safe to assume that neither Hoover nor Johnson were well acquainted with all the details of the shooting. There were lots of people at the time that thought Kennedy had been hit from the front. There still are.

The FBI and the Warren Commission investigated the murder of Kennedy and reached the same conclusion. What reason would the Senate have to investigate the matter, as well? Over a decade later the House did investigate the possibility of a conspiracy... why didn't the villainous CIA prevent that from happening?
