it sounds like you have reflections in the line, on top of an EIA issue. I'd get that checked out. Its not in the cable companies best interest to sing you out for these issues. I work for insight, soon to be time warner, and we deal with this kind of thing a lot.

They just gave this 'update' to us, and I cannot stand it. It changes my volume setting to 'fixed' by itself every hour, on the hour.
