Its just to set the boundary for the real names of G-D given in Hebrew which cannot be said just like that. Their are some names that are allowed to be said during the prayers while others are not allowed to be said at all (only were allowed during special times in the Holy Temple). We sometimes make the boundaries even not to technical...

(why G-D didn't make 2 mouths, 1 to praise, learn etc. and the other for regular speech? The problem would be that most people would probably then use both mouths for not even regular but wrong speech.

But for me, the answer to why we only have one mouth (LOL by the way) is that God knows our hearts and he knows that out of our mouth can come evil and nastiness, but also sweetness and song. We smile when one dog shows human characteristics and barks in playful frustration. I'm sure it's like that for God when we show divine characteristics. He smiles and laughs.

The concentration camps had barracks made of wooden shelves stacked four layers high where people who had nothing but the stripped pajamas on their backs slept so tightly packed they could not turn over.

To be honest, I don't think the 1964 Act really helped black people as much as commonly believed. The living standards of blacks relative to whites have only stagnated since then, and there is no less segregation in society.
Civil Rights laws, the drug war, and welfare have cemented American blacks into a lower status, rather than freeing them. The state often works that way, and few other than Ron Paul "get it."

They could only work second-class, segregated jobs. They could only attend eighth-class, segregated schools. That's why MLK marched, why it's a landmark piece of legislation, and why Paul opposes it.
