It sounds like Midna's Lament because both this and Midna's Lament are variations of the Hyrule Field theme. There are several more in this game as well.

@reverseprop8 those are the twili, the gerudos were banished to the twilight by the godesses for ganon's fault, since zant told midna if she remebered when they lived in their realm or something like that and if you look well at zant's clothes, you can see a bad drawn gerudo symbol. just a theory but it's the most probably thing about that

@reverseprop8 oh and i have 1 mistake, it wasn't the godesses who banished them, it was the sages, all gerudo were banished to the twilight, and ganon was going to be executed but he got free and he killed the water sage, and they were so frightened, that they sent them to the twilight

@reverseprop8 I think it could be one city in skyloft, but I sincerely think skyloft is wind waker's great sea, because when you go down to hyrule you can see the tops of the mountains, then the water could have gone up and up until it got to the sky.

@TheFireboy699 that bit is THE main theme of the entire game (played more minimalistically, slower and with voices), listen to the hyrule field main theme. So yeah, while it is like the part in midnas lament, its also in most songs in the game
