If i am not mistaken he reactivated her later on going this same against Sarah and Derek's intention to destroy her but i can't find that scene here on Youtube .

On the other hand... it's true that Cameron is a Cyborg not robot however her AI level is really high advanced and possible for emotional experiences but emotion factor was turned off by Skynet to not create risk for terminators switchig sides and start aid humans against him.

I think FOX kind of messed up with handling this show. They moved it to Friday nights which is the worst time slot for shows to get ratings. And also, they put the show on hiatus for a couple of months, right in the middle of the season. So when it returned, people forgot what was going on and lost interest. I think FOX should placed the show on Tuesday nights imo.
