Because of this, gas storage tanks have an internal floating roof that serves as a "zero clearance" between the gas and the atmosphere, minimizing evaporation." .. Of course there's pro's & con's to both sides of this, as it's highly debatable like most of Kige's topics, so do what you feel is right.
Perhaps what he means is PERCIEVED savings. If you only have to put a half tank in, it SEEMS like you are spending less on fuel. I hate it when the pump shuts off at 75 dollars when filling my 2000 Ram, and I have to restart the whole process to put the last 10 or so dollars in to fill it from empty lol. Thats the only reason I started filling up at a quarter tank instead of coasting in sputtering and barely running on fumes lol.

Um, wouldn't always having a relatively full tank of gas result in you getting slightly WORSE mileage because your vehicle would be heavier, on average? If you're carrying an extra quarter-tank around on average, say, four gallons, that's ~24 lbs of fuel, which would increase your vehicle's weight by almost 1% depending on what you drive.
