The government only had troops in certain parts of freeways thinking the danger wasnt that serious and they are dead or evacuated for recon and until half way in RE2 and RE3 they sent the military to almosy every freeway or road leading to Raccoon City and far from it in order to aboid casualties.

Anyway, I also noticed it here, the scene in which they crash and the zombie is ejected.. in the Claire A/Leon B scenarios, he is facing down. In the Leon A/Claire B scenarios, he faces up.
