The costume designers couldn't find a way to make the mask attach seamlessly at the neck and look like it does in the comic book.Tobey Maguire's movie costume is put together differently but with the higher budget there are probably multiple versions that look the same but are constructed differently for different scenes. As for the "bra straps", live-action superhero costumes usually need to use a lot of hidden tricks to make them look right. Comic books don't have to worry about physics.

They changed the way it was cut later on so he didn't have to pull the entire top half of the suit off to get out of the mask for a second. I think it was in the episode with the clone that they first showed that.
