Thats ballistic clay, the thing stopping the rounds is the cloth looking stuff in front of it. They are measuring the impacts based on the deformation of the clay.
the chemical expansion of the gas from the gun powder is faster and more energetic when the powder is warm so the bullet gets a greater speed; the reverse is also truth, cold ammo has less velocity and velocity = power.
I know an australian snowboarding company makes beanies with this stuff inside them. Its highly resistant to sudden impact but can be moulded and manipulated by hand
The neat fabric trauma value is 33 for first shot, 34 for second, the trauma values for the 9 shots are 11mm, 12mm, 14mm, 9mm, 8mm, 11mm, 12mm, 8mm and 12mm. Witness from Ten Cate, Armor Holdings and police and press. So, enjoy.

maybe you cant penetrate it,
but the force from bullet will still heavily damage e.g. rib cage and internal organs

We tested with non deforming Steel Jacketed 9mm DM11 bullet, the V50 tests are same as standard fabric for Twaron CT709 but we use 2 layers less.
