Some enemies will use bombs too, and there are a lot more of them, and they're tougher. If you don't want to use damaging bombs you can use bombs that distract guards, bombs that attract civillians, or just caltrops for chases. Bombs just allow you to choose your own playstyle. Be stealthy, be aggressive, be tricky. You'll get a challenge either way: people who've gotten a chance to play through most of the start of the game have said that it is actually quite a bit harder.
