I would start with all of the WOMEN who get pregnant on purpose to get on the government dole (and/ or to trap the man). That's right, you get pregnant it is on your own dime----no wic, welfare, food stamps, well baby care, medicaid or ANY OF THOSE GOVERNMENT GOODIES. And if you cannot take care of your kids, you lose custody. With my plan, watch the illegitimate births go very very low.
