Hehe, well, you would use the ingame video editor in GTA IV for PC.. Use the cellphone in the game and get to the bottom where it says Video Editor. Then do the basic editing there, render the video, and then you'll find it in your GTA IV folder on your computer.. Then I added text, music and edited some more in Final Cut Pro ;) Good luck, man :D
