use the usual cheat to bring up the tombstone of death and if i remember correctly one of the options you scroll through after you've right clicked the tombstone should be picking a household member to get pregnant by another household member (no matter who they are!!) or even 'alien pregnant'! [nb. directions to get a 'tombstone of life and death' are available on most sims tips and cheats websites; just googling should work]
