I would solve social security by stopping the theft from younger employees immediately so that that they can save up for retirement as they so desire.
For those already dependent or soon to be dependent on social security I would end our policing of the world and use the money saved from this for social security. This would likely not be enough so benefits would have to reduced and retirement age extended.
