it's an alien data device (probably from the scrin) which contains all(?) the knowledge about tiberium and how to use it. nod found it during the second tiberium war in a crashed alien space ship...

Tacitus is a Roman historian who lived around 56 AD. :D I am sure that was helpful

The name of Tacitus (Latin) for this device is also well-chosen. It sort of means: the silent one, or he who keeps silent/his mouth shut. Which it actually does, it only could be translated with much difficulty by Tratos & CABAL. Only when the 2 segments of the Tacitus joined together, it gave away all of its information.
