Pretty much, yes. It's technically possible that #3--if he's absolutely next to the lane line--runs a few inches less, but that's all.

@1488slav Of course it's legitimate.It was at the NCAA Championships, which always has a first-rate timing crew, including pressure sensitive starting blocks. Most national teams can't match the passing of the top college teams.

At the instant Florida State fumbled the baton, Makusha was a meter behind Texas's second leg. By the time he recovered the baton and got going again, he was only 3 meters behind the Texas runner, not eleven meters.

When TCU set the record, they stretched the zone to the breaking point, meaning that they were on the edge of being out the zone on all three passes. FSU's passing was much too conservative to break the record in this race. The fact that they could fumble with the baton for so long and still be in the zone tells you how conservative the first pass was.
@dls2779 Dix has proven his greatness and in retrospect, Holliday was only better than him indoors at 60 meters. I don't know about you, but I had no idea that he was ready to run 9.93 in the 2007 100 final. By the way, if you want to see what type of passing it takes to break the record, check out the first exchange between Walter Davis and Robert Parham in the 2002 NCAA 4x100 relay. Every member of that team was 10.3 or slower but they still managed to run 38.32.
@jazzcyclist One more thing, as a runner, when you make a mistake on the had off, it is difficult to recover. Think about it like this, if bolt would slow down during his drive phase (7 steps specifically) he would not win the race and the amount of distance lost from those walking steps is huge. This is the same thing for this hand off. Since a handoff is more like a flying 100, Makusha would have killed his portion of the race since he's great on the str8 away.
