Well, who calls it that is a very important question here. It's the swedes who made that up for tourist promotional reasons which was very controversial at the time seeing that Scandinavia has no capital. So you're right. There's one very specific reason why the Swedes call it that. Tourism! That said, Stockholm is a lovely city, as is Copenhagen and Oslo....
