No not really, To be perfectly honest a BioTerrorist with expertise in splicing DNA / Genes and the like, Could just splice an anthrax spore/bacterium with another to make the spreading and the bacterium grow rate faster in terms of self regeneration, And also not really, You could just gain Anthrax spores / bacterium - Let it grow and then place it in an Aerosol / Gas delivery system - effective as the anthrax spreads via the gas - (Using a HazMat suit obviously to stop self infection) or Biol
