Why do you think the military recruits 18-19 year olds, some have drug and/or felony convictions? This is only the tip of the iceberg. Look at some statistics...estimates of homeless veterans 100,000-200,000. 200,000 veterans from the 1st Gulf War have applied for medical treatment from the VA but have been turned down. Most of them have Gulf War syndrome. They make it real easy to sign-up then after you get back, IF you survive, they stop taking care of you.
