The rules state that as this is in a penalty shootout , the ball is "out" as soon as it touches the ground after it has bounced off the keeper or the frame of the goal. In other words, this isn't a goal and a mistake from the Referee rather than the keeper.

in a penalty shoot, it counts only if its going in and not after he blocked the ball.

so he blocked the ball and it stayed before the line. NO GOAL and NO MISTAKE, ok a mistake but from the referee

If there is anything stupid in this game, it is the celebration of the guy who took the penalty.He was so ecstatic the goal was counted it wasn't even his doing. The goalkeeper just made a mistake. The kicker took the penalty and failed. That's all there is to it.

I implore you to read the Laws of the Game from cover to cover and quote me the page and paragraph on which that is mentioned. I reckon you might be reading through it for some time ;-) In fact, if I may offer my own citations, I suggest reading bullet point 6 of page 51, and paragraph 2 and bullet point 5 of page 41. Don't forget to use the 2010/2011 version ;-)

are you sure? What I know is, that at the end of a game, if the referee claims the game ended, and only a penalty has to be executed, the rules state, that the execution is over, when the ball is in the goal, behind the goalline or it can't go into the goal without "outside interference". It counts as a goal if it was saved, but goes into the net from the keeper or (e.g. spin) by toching the ground. Nothing with stopped forward motion. Not the same in a shootout?

actually the law says nothing of the sort and it is the discretion of the referee to judge when a penalty kick has finished, and therefore was within the laws of the game to award the goal.

you're a noob buddy, the shot ends when the ball stops moving or is either inside or outside the goal, the ball kept moving forward otherwise how else did it go into the goals? did it go some other direction then mysteriously go forward again? the motion was diverted but always moving forward
