Its nice giving operators a guideline but I have no doubt each operator will try and milk each other and thus create high roaming charges which in my view make it as big a failure as roaming with gsm is today.
On the other hand, if they were smart they could use current gsm networks roaming charges to their advantage and ensure wimax's success against LTE.
Cant see this happening though, networks like milking each other and customers.
