@DigitalAquarius Notes on the hand to keep in line with subject matter is one thing, but obama can't talk without teleprompters. Without the teleprompters obama would fail on "Are You Smarter Than A 5th Grader".
Take away the teleprompters and his greencard and he wouldn't know how to spell his own name.

The "election debates", as you call them, are not really debates at all - just an opportunity for candidates to attack each other. A debate is when you exchange ideas and principles in the form of rational arguments; the "election debates" are more about verbally assaulting the respective characters of one's opponents.
Sure, I'm not completely satisfied with our debate formats either. But I doubt your 8-year old can be expected to memorize an hour-long speech. Neither can most adults on a daily basis, which is why public speakers have been using prompting devices for as long as recited speeches have taken place. But it kind of torpedoes your "no complete sentences" theory.

Mr. Obama might be an excellent orator (he is skilled at performing in front of an audience), but he is proving to be a lousy President. It would help if he focused on protecting and defending the Constitution, instead of circumventing and manipulating it.

In my experience, he is only able to speak coherently in complete sentences (without the hesitation) when he either has the teleprompter, or he has read and memorized a previously prepared set of statements.
