THat's just a regular plasma rifle with multiple plasma projectiles that's quite easy to manipulate in the Construstion Set... So kinda pointless becasue this can be done in about 10 seconds anyways. Nice Try.

I think so, as modding with windows live is safe and its very similar software.

Im not sure if steam tinkers with the the game files, if it does, then it may corrupt the game files or the mod may simply not work.

If it only touches the fallout3.exe, then you should be fine, try it and if shit happens just redownload it.
