Theres a way to make sure, just give Russia the power to explode all of them by only pressing a buttom if the missiles be used against them. Of course NATO does not want that. The same way they could avoid war with iran, if they dont want them to build dangerous stuff (altough they have all the rights to develop nuke or more advanced weapons), just give them free energy, way cheaper than war. But thats not NATO desire, their intentions are clear.
