Yes I'm aware the smiling dude must stay away 10.5 feet, (as said in the description) away from the blonde guy. The judge gave him the tape measure so he wouldn't violate this distance, when in actuality, she just gave him a 10.5 foot poker to poke his victim. Happy now?

Er, you have it backwards. The restraining order is obviously against the blonde guy. The creepy guy is smiling because he's managed to get the blonde guy to violate the order, which he knows because of the tape measure.

It doesn't make sense at all for the blonde guy to be scared/upset if it was the creepy guy who was violating the order.

Personally, if the blonde guy sat down next to me on the bus and we ended up meeting again in a coffee shop, I wouldn't think much of it. But if that smiling guy sat sat next to me on the bus, with that constant smiling face, just staring at me and I saw him again at a coffee shop smiling at me, I'd be a little paranoid.
