I'm confused by a bit near the end. "Substitutes can be sent to the penalty box in the case of a caution, but do not count for player ratios." Do you mean you can just grab a teammate from the sidelines and send them in, instead of taking out the offending player? Seems a bit unfair to me. Or do you mean taking out a different player currently on the field and sending them into the box? Still doesn't make sense to me, if they wouldn't count for player ratios. Please explain.
