How do you get 16 sims? ;o I can only have 8.

its a basic cheat:
boolprop testingcheatsenabled true
the shift-click a sim, go to spawn, and choose "tombstone of Life and Death". After that, go to it, and select "add neighbour to family". Choose your sim, and voila! More than eight! Be careful, though. The game may start glitching....
