V.P. is a glorified club fighter. He did get outpointed by Haugen twice, ( I saw the rematch at ringside in AC) he did complain in the ring to refs, and he was a dirty low class guy all around. He would grab the ropes at his own leisure without penalty, hold and hit, etc. If you are saying that he was not a big mouth you are deluding yourself. I have never seen a more self loving phony in the sport. The guy ate punches like a masochist and never truly learned his trade.

It's called a "Halo" a sort of neck brace that is pinned to the skull to help stabilize the head and allow a cervical spine fracture to heal.
