There is no G T A LC glitch in Area 69. He filmed himself playing G T A LCS, and then doctored the footage together.

No, no, if you do the jetpack cheat 3 times in a row while holding down the select button and you're at the bottom of area 69 it takes you to LC. :)

I didn't find it, I read about it on GTA forums. Everyone with a PS2 can walk into that store. You're probably trying to walk in the wrong one.
