The announcer pack is from Melty Blood, though the lifebar set isn't.

that would be the Melty Blood win screen music. that music appears on certain melty blood characters, when you use the Melty Blood Act Cadenza lifebars in mugen.

that music is implimented into the character itself, and will only work on characters that have been properly ripped from Act Cadenza

Currently, the City Lights series is on hiatus right now. It has currently stopped at Episode 12. It will resume once everything is ready to start the second season of the series.
