Ha ha, billy forgot to hit (or missed) the pedal to turn the wah off after the solo. You can hear it as he sings the next two stanzas (which I think is what he laughs to himself about) and then he goes back to his normal distortion after "cannot help but believe this". By the way, the way that wah bleeds in the solo is one of the greatest sounds on earth.

It's called a Rocktron All Access. It basically allows you to controll your rig without having a bunch of pedals on stage. Billy still uses it live to this day.
