Is this the original gta 4 or you download the fake one from torrent or other place, my gta 4 is just like you when i download from torrent but my problem solve after i buy the original, or maybe its your computer, maybe is your VGA, RAM, or Processor that lower than the REQUIREMENTS to play gta 4.
run msconfig, then go into the 3rd tab, then disable Windows Event Log, Restart you PC, boot up GTA IV. i don't take any responsability for damage to your PC :)
A computer can only do so much things at one time, by constantly pressing a single button its making it do more things than its able to cope with. If its only this game that this happens to its because this game may use up alot of the computer, possibly a large number of files, a large amount of space being used or there could be a fault in the CD. Im not too sure because i've never played this game. But im still making an attempt on helping you with the situation.
