To heel your friend, stand close to him and select and target your ragnaid. Then use L1 or R1 or move your left stick to lock onto him. Your crosshairs must turn blue in order to use ragnaid on your friend.

I got Penetration leveling my Lancer's I think maybe past 15 I can't remember sorry. I'm sure its leveled based Order though not Old Guy.
