Basically the moment you input the shoryuken command (use the light punch version) you want to hit m.punch and m.kick (which begins charging a focus attack) but rather than holding them down to charge, just tap them, then double tap forward or backwards to do a dash cancel. If you did the commands correctly you should start the shoryuken, but then cancel it sending your opponent into the air but keeping you on the ground.

It's the bread and butter Ryu move which ensures your ultra will connect.
