I can answer your question, if it hasn't been answered already:

Komachi is assigned with ferrying dead souls across the Sanzu River to be judged on whether they go to heaven or hell. However, she's a bit of a slacker, and as such, many of the lost souls... never actually make it to the Yama to be judged. In this case, Shikieiki got very, very angry with poor Komachi, and destroyed her boat in the process.

If you asks me, she kinda deserves it. That's what she gets for slacking off. ;P

As imtotally21 said, assuming you took the time to read it, Komachi must ferry each soul individually for different periods of time, based on how they lived their lives. Her job is to personally ferry the spirits one by one to the other side in a befitting manner for each one.

Komachi gets that money from the dead. It's the toll required to reach the other side of the Sanzu River. If you were good in life and were good to others, then at your funeral, visitors would donate their money so you could reach the other side. However, if you were bad and made no one happy in your life, no one would pay for your trip through the Sanzu River and Komachi would literally shove you off her boat and into the river as punishment, where your existence would cease.

Komachi uses her power of distance to manipulate how far the ferry ride across the river is. The more you pay her, the shorter the ride is. If you pay her nothing, it is infinitely long and you will be cast out. It's little known that the water of the Sanzu River cannot be swam in, because everything but the boats of the shinigami sink like lead.

As for why she throws the money at her enemies...well that's much more simple. She's a shinigami..what else could she do with it?
