I thought the citizen protection units and most of the soldiers were modified humans or trans-humans as they called themselves. There is various graffitti in the game depicting an ape evolving to a human and 'evolving' to a combine soldier.

I have really like the story so far through, but you made it even more emotional and even fulfilling to know the story! By the way, for all those wondering what the name of the song is, it's called "East Hastings" by the Canadian band Godspeed You Black Emperor. The song is found in the motion picture 28 Days Later (but not on the soundtrack for some reason), when Jim is walking alone though Decimated London for the first time. Beautiful song really.
