Just for certain peoples info, the water coming out of the truck is rain water that was in cans that people didnt put lids on when it rained. When it is in the can it takes the smell on... The cap is pulled out this way there isnt a pool of water in the hopper where if when someone cycled the truck to clear the hopper things would spill out including glass, metal and plastic. If you notice the cardboard and paper side doesnt have this because it soaks up the rain water.
Just to be clear you put this up with the intention to get this man and his partner into some kind of trouble, lets not say you didn't. 12th district. That means Boro Park. Home to the Hasidic Jews who happen to be the biggest slobs(nothing to do with their religion)around.
I used to work for the nyc sanitation and when I worked in Boro Park, whether the drain hole was plugged or not, that swil from the
