I agree with davidrrrd: use a vertical axis. How about this for an idea? Keep the tire on the wheel and forget about the damn pulley and belt. just put a smaller wheel on the generator and push the wheels against each other. Say skateboard wheel on the generator...

maybe a virticle squirl cage designe is a better idea.
they work with wind from any direction to boot!
