If the government spent the money on the people, heres what would happen.
$3.6 tril divided by 360M people in the U.S. equals $10K per person
So, for a family of 4, they would receive $40K in their household
Benefits
Banks people could get caught up on their mortgages
Housing Industry - banks would have the money for mortgages & have money to loan
Medical - people could get all the health care insurance
Unemployed they could live off of $10K
