The fourteenth amendment applied the Constitution to the states. How can states enforce regulations that include warrantless searches of private property? For example; requiring a permit and among the criteria to obtain a permit is unannounced inspections of private property. Additionally, how can it possibly be Constitutional to force a person to give up the right to an appeal in order to do business? An example would be warrantless search and seizure with no right to appeal as permit criteria.
