He got this wrong. the Captain did try to steer as soon as he saw the ice burg but was going too fast to get good news coverage when they arrived. Also it was quite common for boats to go out into the ocean with not enough life boats. the Route the titanic was taking was full of ships all the time and the logic was that if they ran into trouble someone else would be there to help them. The reason no one did was because the flares werent fired in the proper timing.
